He angitūtanga – The Opportunity Are you a collaborative leader with a sharp eye for detail and a passion for delivering high-quality service in rating, property, and revenue management? We’re looking for a confident and experienced Team Lead – Revenue & Property to guide a dedicated team, streamline systems, and support the delivery of key financial services for our organisation. 

Your primary focus will be leading our rates and water billing functions, ensuring they're delivered with accuracy, efficiency, and full compliance. You’ll take the lead on the annual rates setting process and oversee invoicing and penalty workflows in line with the Local Government (Rating) Act 2002. As a key leader, you’ll also drive continuous improvement, optimise systems, and embed best practice across the function. Just as importantly, you’ll mentor and develop your team—fostering a culture of collaboration, accountability, and growth. 

Ngā kawenga matua – Key Responsibilities 

  • Lead the annual rates setting process, ensuring alignment with Funding Impact Statements and Council plans 
  • Oversee the rates invoicing and penalties process, ensuring compliance with the Local Government (Rating) Act 2002 
  • Ensure accuracy of property and valuation data, including subdivisions, ownership changes, and property classifications 
  • Build and maintain strong working relationships with external stakeholders such as Quotable Value NZ, auditors, legal advisors, and other partners 

He kōrero mōu – About You You’ll bring a solid background in local government rating or financial operations, along with proven leadership experience and the ability to build and support a high-performing team. A background in commerce or business will be an advantage. 

To thrive in this role, you will have: 

  • In-depth knowledge of the Local Government (Rating) Act 2002 
  • Excellent problem-solving and analytical skills 
  • The ability to develop and implement practical, effective solutions 
  • Strong relationship management capabilities, with both internal teams and external agencies
