Computer Software Engineer
The role
Horizons Regional Council is seeking a senior software developer to join our Information Management team. This role provides hands-on development expertise while also contributing technical leadership across information systems, integrations, and data services.
The position has a strong focus on SQL Server, .NET development, and web service/API design, and plays a key role in shaping reliable, scalable solutions within a complex enterprise environment. You’ll work closely with business analysts, project managers, developers, and Council subject matter experts, providing both delivery capability and technical guidance.
This is a full time, permanent role located in Palmerston North.

We’re looking for someone who:
- Has strong experience with Python, ASP.NET (C# or VB.NET) and SQL Server
- Has experience designing and supporting web services and APIs
- Has a solid understanding of modern application architectures, integration patterns, and development best practice
- Is comfortable taking technical ownership of solutions, from design through to implementation and support
- Can contribute technical leadership, including guiding good development practice and supporting less experienced team members
- Holds a Bachelor’s or postgraduate degree in Information Systems, Computer Science, or a related discipline (or equivalent experience)
- Can work autonomously on complex problems while collaborating effectively within multi-disciplinary teams
- Communicates technical concepts clearly and pragmatically to non-technical stakeholders
- Has experience with GIS technologies, particularly ArcGIS and Local Maps, which would be a strong advantage
