Mō tēnei tūranga mahi | About the Role

We are seeking a full-time, permanent RSE Operations Lead Navigator for Hawke’s Bay who provides operational leadership and oversight to enable reliable, compliant, and high-quality programme delivery across regions.

Through oversight of programme systems and relationships, this role safeguards delivery readiness, strengthens facilitator capability, and upholds Pacific values and collective wellbeing in engagement with labour-sending countries.

This role is based in Hawke’s Bay (Taradale campus) within the RSE Operations team and reports to the RSE Operations Manager.

The appointing salary for this role will be dependent on skills and experience.

Key responsibilities include:

  • Leading coordination and oversight of national RSE programme delivery to ensure consistent, timely, and high-quality outcomes
  • Ensuring programme integrity by maintaining compliance with institutional, contractual, and regulatory requirements
  • Supporting facilitator capability through training, guidance, and readiness planning
  • Ensuring curriculum and delivery resources remain current, culturally appropriate, and aligned with approved standards
  • Managing programme data, reporting, and evaluation to support continuous improvement
  • Maintaining effective relationships and communication with internal teams and external stakeholders, including government agencies and Pacific partners

To be successful in this role you will have:

  • Experience in programme coordination, operations, or delivery within complex or multi-stakeholder environments
  • Strong organisational and analytical skills, with the ability to manage multiple priorities and ensure delivery readiness
  • Experience supporting adult learning, facilitator-led programmes, or workforce development initiatives
  • Knowledge of compliance-driven environments and reporting requirements
  • Excellent written and verbal communication skills
  • A demonstrated commitment to Pacific values, cultural safety, and partnership-based engagement
