He angitūtanga – The Opportunity 

As Compliance Team Lead, you will lead a team responsible for Building TA Compliance, Resource Management Act Compliance and Monitoring, and Parking Enforcement activities. You will provide leadership and operational oversight to ensure regulatory services delivered are fair, consistent, and in accordance with legislative requirements.  

You will provide leadership, guidance and oversight to ensure regulatory services are delivered consistently, professionally and in accordance with legislative requirements. The role is responsible for managing team performance, supporting staff development, setting operational priorities and promoting a positive, customer-focused culture. 

You’ll lead continuous improvement initiatives, manage operational budgets, and support your team through complex and sometimes high-profile compliance matters.  

This role is for someone who enjoys solving problems, improving systems, supporting people to succeed, and making sound regulatory decisions. You'll be committed to fostering a positive, health and safety-focused culture, managing risks in active field environments, and driving continuous improvement to deliver fair, effective outcomes for our community. 

This is an opportunity for an experienced regulatory professional to shape how Council delivers regulatory services in the Horowhenua, while developing a capable, customer-focused team that makes a genuine difference.

You are an experienced leader who enjoys developing others, improving the way teams work , and helping people navigate complex regulatory environments.  

You can confidently interpret legislation, bylaws and policy, write clear reports, and provide sound advice to managers and elected members.  

You build trusted relationships with customers, contractors, consultants, regulatory partners and colleagues, and you're comfortable working through complex issues to achieve balanced regulatory outcomes.   

You're motivated by improving systems, influencing policy and bylaw development, and finding better ways to deliver services within your area of responsibility. 

Above all, you're a collaborative leader who combines sound judgement with empathy, accountability and a commitment to excellent customer service. Ideally, you hold a qualification in regulatory practice, environmental management, planning, or a related discipline.
