The role: 

As a Business Analyst at Horizons Regional Council, you’ll be at the heart of our Information Management Programme, working across a range of business units to understand needs, analyse processes, and deliver improvements that enable better data use, digital transformation, and service delivery.

You’ll shape business cases, define system requirements, and support implementation and change management, ensuring projects deliver real value. Your work will directly enhance Council operations and contribute to more effective, efficient public services.

This varied and rewarding role is ideal for someone who thrives on connecting people, systems, and strategy. You’ll need to build strong relationships, manage expectations, and support change readiness across diverse teams.

Key Responsibilities

  • Business Analysis & Improvement
    Work with stakeholders to understand business needs, identify process inefficiencies, and document current and future state workflows. Provide actionable recommendations that improve service delivery and system performance.
  • Project & Solution Delivery
    Contribute to planning, design, testing, and implementation of system improvements. Ensure business requirements are translated into practical solutions, supported by clear communication and change management.
  • Data & Information Management
    Assess data structures, standards, and quality. Identify and support initiatives that improve data governance, accessibility, integration, and maturity across the organisation.
  • Stakeholder Engagement
    Build strong relationships with internal teams and external partners. Facilitate workshops and support change adoption to ensure successful project outcomes.
  • Innovation & Continuous Improvement
    Explore emerging technologies and prototype new solutions that enhance internal decision-making and improve public access to information.
  • Organisational Contribution
    Actively participate in professional development, cross-functional initiatives, and Council-wide responsibilities including health and safety and emergency management, while contributing to a collaborative, values-driven workplace.

About you: 

You'll be a proactive and analytical thinker with a talent for understanding complex problems and translating them into practical solutions. You have at least five years of experience in business analysis, systems improvement, or digital transformation. You’re confident engaging with stakeholders at all levels, bringing clarity to requirements, and championing improvements in how data and systems are used. Ideally, you’ve worked in a public sector environment and are familiar with data governance, information management principles, and cloud-based tools like Microsoft 365 and Power Platform. You're a team player who’s curious, adaptable, and committed to making a difference.
